I formerly used OmniGraffle to create UI mockups. But when it came time to create a new design mockup for our web-base todo list app (Lystie), I opted to use Balsamiq. The experience was outstanding. As much as I love Omnigraffle as a general purpose diagram tool, Balsamiq has my vote, hands down, as the best tool for mocking up web UIs. I'm sure my designers appreciate that they can now translate my (much prettier) chicken scratch into meaningful web UI code.
